Concealed Carry - What is It?
Concealed carry means carrying a hidden firearm, usually a handgun, for self-defense. People often hide the weapon under clothing or store it in a purse, bag, or holster.
Most states require a concealed carry permit or license. However, laws vary. In California, each county or city sets its own rules and approval process.
California Concealed Carry Permit Requirements
In California, you must be at least 21 years old, a resident of the city where you apply, and legally eligible under Penal Code 26202. You also need to complete a firearms training course. Additionally, all applicants must get fingerprinted, and both state and federal background checks will confirm firearm eligibility.
How to Get Your Concealed Carry Permit
California requires a background check, training courses, proficiency in safe gun handling and safe gun use, and a live-fire proficiency test. Each city customizes the process and may also include a more extensive psychological exam before a permit is issued. Because each city customizes their own process, the steps outlined below may occur in a different order or may be combined. However, the activities largely remain the same.
Submitting Your Application
The city you apply to will provide a paper, PDF, or online concealed carry application form. Some law enforcement agencies require in-person submission. Prepare a scanned copy of your valid California ID or driver’s license showing your current address within city limits.
You’ll also need a passport-style photo taken within the last 30 days. Some cities may ask for proof of residency, such as a utility bill or vehicle registration. In addition, certain jurisdictions may request up to three character reference letters to confirm your responsibility and moral character.
Discuss Your Application
The head of the agency or an Investigator/Detective will review your application with you in real time to obtain a better understanding of the information you submitted and verify your good moral character. If information on your application is incomplete, they may bring this to your attention and give you a timeline to complete the missing information.
Review and Approval
The law enforcement agency will inform you of the acceptance or rejection of your concealed carry permit request. If your application has been approved, they will provide next steps for you to complete and the timing that they must be completed by (ie. scheduling of your training, etc.)

You must provide all remaining documentation such as training completion certificates, proof of address, etc.
Congratulations!
The issuing agency head or Chief, will provide the final approval for your permit and coordinate a date/time when you can pickup your permit from their offices/location.
How Much Does it Cost?
The application and permit fees vary by county and city including the time it takes to process and approve your application. Training fees are set by each training vendor.
